Anthony J. O’Neill

Anthony J. O’Neill is the Chief Executive Officer of the Illinois Sports Facilities Authority. He was appointed to the position in May 2017 by the ISFA Board of Directors and is responsible for managing the Authority’s financial, facilities, marketing, legal and business development functions. Prior to his appointment as CEO, Mr. O’Neill served as the Authority’s Chief Operating Officer and General Counsel. Mr. O’Neill works in collaboration with the Board to strengthen ISFA’s finances and generate additional revenue by promoting the stadium while increasing transparency at the Authority. He is responsible for the creation, direction and execution of special events at Guaranteed Rate Field that generate both revenue and visibility for the stadium and for the geographic area in which it resides.
Mr. O’Neill oversees the management agreement and the Authority’s relationship with the Chicago White Sox and the operation assistance agreement with the Chicago Park District and Soldier Field, and other publicly-financed transactions. In addition, he serves as the Authority’s designated ethics officer, Open Meetings Act designee and is responsible for management and oversight of Freedom of Information Act requests.
Prior to his appointment by the Authority in February 2016, Mr. O’Neill practiced law at Williams Montgomery & John Ltd. in Chicago, where he represented businesses and governmental clients in arbitration and administrative proceedings as well as in state and federal litigations. Mr. O’Neill represented companies involved in the sports and entertainment, manufacturing, technology and construction industries. He is “AV” peer review rated by Martindale-Hubbell, reflecting the highest peer recognition for both ethical standards and legal ability. Mr. O’Neill co-authored the 2014 supplement to Chapter 12 — “Posttrial Motions in Federal Criminal Cases” in IICLE’s Federal Criminal Practice 2011 Edition & 2014 Supplement.
Mr. O’Neill is a member of the American Bar Association Forum on Entertainment and Sports Industries and Antitrust Sections; Chicago Bar Association; Chicago Bar Foundation Advocacy Committee; Association of Corporate Counsel and the Chicago Inn of Court. He is an Executive Board Member of the Center for Disability and Elder Law and served as President of the organization the past four years.
Mr. O’Neill received a Bachelor of Arts degree in classics and letters from the University of Oklahoma. He received his Juris Doctor, cum laude, from Western Michigan University – Cooley Law School. Upon graduation from law school, Mr. O’Neill clerked for the Honorable Charles P. Kocoras, U.S. District Court, Northern District of Illinois. He grew up in Chicago and now resides with his family here.
