Competitive Bid Process

The Illinois Sports Facilities Authority (“ISFA” or the “Authority”) procures contractor services through an open and competitive bidding process. On average, the Authority annually performs between $4 million and $6 million in repair and maintenance-related construction work.

Request for Proposal (RFP)

This process is utilized to competitively bid construction work. Evaluation factors identified in the RFP will be used to select the lowest responsible bidder.

Submitting Bids

Bids must be submitted with information outlined in the bid announcement. Bids must be sealed, marked with the name of the bid opportunity on the outside of the package and submitted by the date and time specified in the bid announcement.

Review and Awarding of Contracts

A thorough review of each submitted bid is undertaken by ISFA staff. It is the intention of ISFA to award contracts to the lowest responsible bidder. Minority-owned Business Enterprise (MBE)/Women-owned Business Enterprise (WBE) firms are encouraged to respond. The Illinois Sports Facilities Authority reserves the right to reject any and all bids or waive any informalities at its discretion.

The Authority expects its contractors to meet or exceed a Minority owned Business Enterprise (MBE) goal of 25% and a Women owned Business Enterprise (WBE) goal of 5% for both contractual and field participation
