Frank Bilecki
Chief Executive Officer
Frank Bilecki was appointed Chief Executive Officer of the Illinois Sports Facilities Authority in June of 2021. Reporting to the Authority’s Board of Directors, Mr. Bilecki manages a $67 million budget while supervising all maintenance and operations at Guaranteed Rate Field. For more than two decades Bilecki has dedicated his professional career to improving the quality of life for the residents of Illinois. Whether it was working with one of Illinois’ 5,900 units of government while at the State Comptroller’s Office or advocating for the City’s nearly 350,000 public school students in front of Illinois’ General Assembly members or Chicago’s City Council members, Bilecki has worked within government to make a positive impact on those he has been lucky enough to serve.
Bilecki began his CPS career in 2014 as the District’s Chief of Policy. He coordinated a sound strategy to maintain strong relationships with elected officials and labor leaders during fiscal and labor uncertainty and multiple changes of leadership. As the Chief of Policy, Bilecki also worked closely with the CPS Facilities and Capital teams to help leverage public and private funds for billions of dollars in school construction projects and land acquisition. Prior to joining the CPS in 2014, Bilecki served as the Director of Government Affairs and the Director of Communications for the Cook County Sheriff’s Office. Bilecki earned his bachelor’s degree in Business Administration from Marquette University in Milwaukee, WI where he and his wife Colleen were Evans Scholars. He and his wife reside in Chicago and have three children.
